Raising the Competitiveness of the Leading Russian Universities among the World’s Top Research and Education Centers Project (Project “5 in 100”)

 
President of Russia Vladimir Putin signed the Order #599 “On Measures of Implementing Government Policy in Education and Science” on May 7, 2012. One of the tasks stated by the President to the government of Russia was to have at least five Russian universities rank among the top 100 of world’s universities in the global rankings.
 
As part of carrying out the Order, Prime Minister Dmitri Medvedev adopted a package of measures for the development of Russian universities, which included raising their competitiveness among the world's leading research and education centers.
 
The main aspects of the project include:
 
- internationalization of all areas of activity, development of infrastructure for attracting top scientists, instructors, managers and students;
 
- active promotion of the Russian system of higher education in key markets, gaining authority in scientific and academic societies, including rankings;
 
- gaining an outstanding academic reputation by carrying out break-through research and attracting world's top scientists.
 
Over 50 Russian universities submitted applications to the open competition for state support. Only 15 were selected as winners.
 
In the fall of 2013, the winners presented to the Council their own plans for raising their competitiveness ("roadmaps").
